The lion’s share of the total RMB1billion (US$146 million) registered capital comes from the government-owned Shaanxi Provincial Communication Construction Group, which is investing 50%, while
two other government-related entities, Shaanxi West Ham District Metro Airport Development and Construction Group and Western Airport Group will put in 20% and 10% respectively. YTO Cargo
Airlines (part of YTO Express Group) will hold the remaining 20% of the equity.

Xian Airport will become YTO’s main hub
The CAAC named three officers of YTO Express Airlines to oversee creating the cargo carrier and the company is expected to provide resources such as staff and aircraft that it will need before
formerly applying for an air operator’s certificate.
YTO Express Airlines and the Shaanxi government agreed two years ago to establish the business, including a cargo centre and a base in the province for YTO Express Airlines, which will be Xian
Xianyang International Airport. Xian is the capital of Shaanxi, which is in the northwest of China’s main population zone.
The CAAC confirmed that China Northwestern International Cargo Airlines will provide domestic (including Hong Kong, Macao and Taiwan) and international cargo and mail services using B737
freighters.
